According to Hurremi Chelebi, Crimean Tatar historian of the XVIII century, the idea of building a canal to connect the Don and the Volga rivers belonged to Kasym Pasha, beylerbey (ruler) of Kefe (Feodosia). However, the canal was built in the Soviet times.
